Rock throwing rioters drag fleeing wheel popping motorcycle officer off his bike and then begin to beat them. When things were looking dire for the downed officer the Calvary shows up with guns a blazing and rescues the injured cop. One bad man pays the heavy price for his tom foolery. Looks like South America, but not sure where.
