The Cleveland Clinic assures that every person was tested and found negative prior to the event and then found to be positive after the event. That would be the case for the President and First Lady as well. Also, the Cleveland Clinic has noted that none of the local staff were found positive and that all that have been found to have the virus were from out of state.
