Dems boycott, but GOP approves Price, Mnuchin

Democrats tried to block the Senate Finance Committee's vote on Tom Price and Steven Mnuchin for a second day on Wednesday, but Republicans changed the rules and voted to send the nominations to the full Senate for a confirmation vote. Rough Cut (no reporter narration).
