US can be biggest shareholder of China's AIIB bank if it joins

The amount of share in the bank is decided according to the size of economy, so South Korea gets 5%. Japan can be #3 shareholder if it decides to join. US and Japan can virtually dominate AIIB if they join together, I don't know why they don't.
