According to reports, Elmwood Park Police Chief Michael Foligno rescued people from the ice at the Passaic River in New Jersey on Thursday afternoon (February 4). Foligno used a shovel and a borrowed canoe to pull a 2-year-old girl and her mother from the frigid river, reports said.
