From a film transfer I ran. Military types unloading chicken and shrimp boxes from, and because I can identify things from the slightest of details, i.e ribbing of the right rear quarter panel, a Chevrolet Corvair van. That identifies the time frame this was captured. Film stock was Dupont 16mm film which bears a date code of 'L' signifying 1963. Odd term 'wagerized' that I couldn't find reference to and couldn't make out the logo on the cartons. Other parts of the film suggest south Texas area.
