Republicans and Democrats are already gearing up for the 2018 midterms, which are likely to be a referendum on Trump. Any Democratic strategy to win back the House of Representatives next year has to start with the 23 Republican-held districts that voted for Hillary Clinton for president, and these seats are among the Democratic targets announced by the Democratic congressional campaign arm in January. Some of them are already trying to put distance between themselves and Trump, most notably on the Republican healthcare bill, which is unpopular with many voters.
