NSA chief: no orders to counter Russia cyber threat

The head of U.S. Cyber Command told lawmakers on Tuesday that he'd received no additional authority or instruction from the White House to combat Russian cyber attacks similar to those Moscow is alleged to have used to sway the 2016 presidential election.
