SACRAMENTO - President Trump will be ineligible for California's primary ballot next year unless he discloses his tax returns under a state law that took effect immediately Tuesday, an unprecedented mandate that is almost certain to spark a high-profile court fight and might encourage other states to adopt their own unconventional rules for presidential candidates. The law, signed by Gov. Gavin Newsom on the final day he could take action after it passed on a strict party-line vote in the Legislature earlier this month, requires all presidential candidates to submit five years of income tax filings. They must do so by late November to secure a spot on California's presidential primary ballot in March. State elections officials will post the financial documents online, although certain private information must first be redacted. "As one of the largest economies in the world and home to one in nine Americans eligible to vote, California has a special responsibility to require this information of presidential and gubernatorial candidates," Newsom said in a statement that accompanied his signature on the bill. "These are extraordinary times and states have a legal and moral duty to do everything in their power to ensure leaders seeking the highest offices meet minimal standards, and to restore public confidence. The disclosure required by this bill will shed light on conflicts of interest, self-dealing, or influence from domestic and foreign business interest." Trump, who is not singled out by the law but is clearly its inspiration, is likely to fight back.

Video Released In Bodega Bay Deputy-Involved Shooting - Man Shot After LSD-Fueled Rampage

Bodega Bay, CA - The Sonoma County Sheriff's Office released a video Tuesday of the events that led up to a deputy-involved shooting July 4 in Bodega Bay. The video includes audio from the 911 call as well as body-worn camera footage in the shooting of Betai Koffi, 32, of San Francisco. The sheriff's office has said Koffi was reportedly using LSD and assaulted several people, including friends whom he rented a home with in Bodega Harbor for the Fourth of July holiday. Koffi was hospitalized in critical condition immediately following the shooting. While under medical care at Santa Rosa Memorial Hospital, Koffi was arraigned July 11 on suspicion of multiple felonies, according to the sheriff's office. The 32-year-old San Francisco man has been charged with attempted murder, assault with a deadly weapon and other counts for an alleged LSD-fueled rampage on July 4th in Bodega Bay. Sonoma County authorities said Betai Koffi was charged in a hearing held in Santa Rosa Memorial Hospital. Koffi is recovering from wounds suffered when deputies shot him to halt his violent rampage. The 10-count felony complaint accuses the San Francisco man of attacking a neighborhood security guard with a metal stake, stealing the guard's pickup and then trying to run down four people with the truck. Two women and the security guard were treated for injuries. Koffi was renting a house with five friends who told the sheriff's office that Koffi took four doses of LSD between noon and 4 or 5 p.m. that day. Koffi's attorney, Steve Gallenson, said he expects his client to be in rehabilitation for months. Koffi, 32, came out of a medically-induced coma at Santa Rosa Memorial Hospital. "Parts of a bullet in his brain were removed and he will be in a hospital and have rehabilitation for months. The right side of his brain was damaged and he's paralyzed on his left side," Gallenson said. Koffi does not have a criminal record, Gallenson said. "He's a mathematical genius. He went to Stanford University, he taught himself to play classical piano and he's an extremely bright young man. It's a sad situation," Gallenson said. Koffi's bail is set at $2.3 million and visitation by his family may be limited because a deputy will be guarding Koffi at the hospital, Gallenson said.

New footage released in officer-involved shooting that killed off-duty cop

New footage from an officer-involved shooting this year was recently released by the Merced Police Department, including the body-camera footage from the officer who fired the fatal shot. In the footage from Feb. 12, Officer Nate McKinnon can be heard relaying information to emergency dispatchers after Johnny Mathis, an off-duty officer, fires a round into McKinnon's patrol car. McKinnon fired a single round that struck Mathis in the head, according to investigators. The deadly shooting was determined to be justified by the Merced County District Attorney's Office. Several law enforcement officers responded on Feb. 12 to the 1800 block of Lopes Avenue in Merced, where officers had pursued Mathis, a 46-year-old off-duty Dos Palos officer. A deputy spoke with Mathis in the 2100 block of Highway 140 about 8 p.m. that day, investigators said. He was standing outside of his car and showed signs of intoxication. He got into the car and sped away despite officers telling him to stop. Footage from a dashboard camera shows the short pursuit of Mathis, who began ramming his car into the garage door of a home on Lopes Avenue. Smoke billows through the air as the car's tires spin and engine revs. The off-duty officer had worked with the Dos Palos Police Department since 2014. He was a Merced County sheriff's deputy for about 14 years before that, according to Merced Sun-Star archives. Mathis fired seven shots into the house, three into his car's interior and another four out of the window, investigators said. Seven minutes passed between the initial suspicious vehicle report and the deadly shooting, according to the Merced County District Attorney's Office. McKinnon was on the scene for less than two minutes. Mathis had a complicated past having been decorated in 2009 by the Sheriff's Office with the Medal of Valor and also investigated in 2010 for an on-duty allegation of domestic violence. He was also accused of police brutality multiple times from 2004 to 2006.

Bodycam video shows police officer uses dog leash as tourniquet to save boy's life after accidental shooting

The heroic actions of a quick-thinking police officer helped save the life of a boy in Sandusky who accidentally shot himself last week. The shooting happened June 27 on Maple Avenue. Sandusky police officer Darian Cook responded to the call. When Cook arrived, he found the boy with a gunshot wound to the thigh. The boy's mother kept pressure on the wound while the officer fashioned a tourniquet out of a dog leash and used it to stanch the bleeding. Through the combined efforts of the boy's mother, Cook and his fellow police officers, as well as Sandusky firefighters and EMS, the situation "ended with a positive outcome in a situation that could have been much worse," according to Sandusky police Lt. Bodycam footage of UCF gun scare released

The University of Central Florida Police Department on Monday released videos showing officers' response to a report of a student with a gun in a dorm Friday night. Records show a Tower I resident knocked on the door of room 217 shortly after 11 p.m. to request that the residents turn the music down so he could study. A man came outside and said, "I'm (expletive) up, bro," then went back inside and turned down the music. The witness said he saw the man had what looked like a Glock tucked into his waistband. Police later determined it was a realistic-looking BB gun. The man notified a resident assistant, who then called police. "We kind of need someone here right away," the RA said. Body camera videos show officers banging on the door and the man coming out with his hands up within about 10 seconds. They immediately order the man to the ground and surround him.

"Oversight Over the Executive Office of the President". The Pelosi rules told Chairman Cummings to deliver his schedule for his investigation(s) to the House by April 15th, 2019. Thereafter the hearing sessions targeting the White House would commence. The objective of those hearings is Elijah Cummings role in the House impeachment of the President. This effort is obviously ongoing. Remember, Cummings represents a district that is so manifestly leftist and corrupt, when the riots broke out in 2015 Baltimore Mayor Stephanie Rawlings-Blake told the police to stand down and give the rioters "space to destroy". Yeah, remember her. How did that career work out? . . Or perhaps a reminder of Baltimore's special prosecutor Marilyn Mosby; who once ruled from upon high in the congressional district. Yeah, remember her. How did that career work out even with all of the media fawning and praise? Remember the six police officers she charged and dragged through the mud with fictitious accusations; only to see the evidence collapse in court and them being acquitted or having remaining charges dropped... . . Or perhaps a reminder of the more recent Baltimore Mayor who was forced to resign as the FBI investigated her corrupt abuse of office. That would be Baltimore Mayor Catherine Pugh, who took bribes and graft through a pay-to-play bribery scandal for books she "authored" called "Healthy Holly". Shooting @ 8:15 mark Police dashcam and bodycam videos from a June 7 incident show that even a routine traffic stop can take unexpected and potentially deadly turns for a police officer. A Union Township cop shot and wounded an unarmed 32-year-old Lester Krek in the driveway of a Mountainside home not long after Krek had led cops on a brief high-speed chase on Route 22. Krek crashed his truck on the highway and ran through the backyards of a residential neighborhood, hiding in bushes until he was caught in a dramatic confrontation with police. 2 Women Abduct, Rob Elderly Woman

Two women abducted and robbed an elderly woman at gunpoint at a Montgomery County, Pennsylvania department store earlier this month, police say. The incident began around 1 p.m. at the Marshalls located at 540 S. Trooper Road in West Norriton Township on July 11. Police say the two suspects approached a 76-year-old woman inside the Marshalls when one of the suspects flashed a semi-automatic gun inside her purse. The suspects threatened to kill the suspect's family if she screamed, according to police The suspects and the victim left the store together and sat in the victim's car discussing her bank accounts and her ability to make large withdraws of $6,000, authorities say. One suspect left the car while the other forced the victim to drive to a Wells Fargo bank in Lower Providence with the gun pressed to her ribs, police say. Investigators say the other suspect waited outside as the victim withdrew $1,500. The suspects then forced the victim to drive back to a Home Depot in West Norriton Township, where they robbed her of money, jewelry and cash in her wallet. Police describe the first suspect as a woman between 40 and 50 years old, between 5-foot-2 and 5-foot-5. She's well-spoken with black hair, with yellow and pink braids across her forehead. She was last seen wearing a matching pink shirt and pants while carrying a gun in a beige and black small purse. The second suspect is a woman between 30 and 40 years old, around 5-foot-8 and 5-foot-10 with long, black braided hair. She was wearing a bright yellow- or green-colored shirt with yellow and black eyeglasses.

A group of armed men stole a haul of gold and other precious metals worth at least $30 million from a Brazilian airport Thursday, according to Brazilian state news agency Agencia Brasil. Eight men targeted a cargo terminal at Sao Paulo-Guarulhos International Airport, driving two trucks that resembled those driven by Brazilian federal police, the agency said. At the terminal, four men exited the truck wearing face coverings, Reuters reported, saying that at least one carried a rifle. The armed men took two airport workers hostage, Reuters said. One was the airport's logistics supervisor, according to Agencia Brasil, which said the hostages were released unharmed. he gunmen left the airport with approximately 750 kilograms (1,653 pounds) of gold and other metals due for shipment to Zurich and New York. No shots were fired and no one was injured during the robbery, the state news agency said. According to Brazil's Federal Highway Police, the thieves may have had access to internal information about airport operations.

Surveillance cameras show man going on shooting spree inside South Hill mall

Puyallup police say surveillance cameras caught Jordan Poisson dropping into the South Hill mall after breaking in through the roof and going on a shooting and stealing spree once inside. The 22-year-old is seen shooting his way into shoe and clothing stores, firing rounds into display cases and carting off armloads of stolen goods. Investigators said the shooting and burglary spree in the early morning hours Tuesday was heard by employees inside the mall who called police. Cameras followed Poisson running through the mall allegedly choosing stores he wanted to break into. Once inside he would take what he wanted then shoot his way out apparently unaware that people were in the mall at 6 a.m. listening to gunfire echo through the empty shops, according to police. He then shot his way out of the mall only to find police waiting for him outside. "As officers arrived the suspect was running out of the front door of Macy's. He had just shot out the front door," said Puyallup police Capt. Ryan Portmann. Poisson arrived in court wearing a protective suicide prevention smock. Jailers and prosecutors said they are worried he may try to take his life now that he is behind bars facing charges of theft, burglary, malicious mischief and illegal discharge of a firearm. Deputy prosecuting attorney Fred Wist asked to wait until Thursday to charge Poisson because prosecutors still have to go through all the video of him inside the mall. A spokeswoman for Cafaro Company, owners of the South Hill mall responded to KIRO 7's questions in an email statement saying the shooting spree caused a total of $25,000 damage to property and merchandise. No one inside the mall was hurt.

The Madera Police Department has released footage from a chase on Wednesday. Footage shows an officer chasing a man that was allegedly driving a stolen car. At the end of the chase, the man jumped out of the car and held his hand up as if he were pointing a gun at the officer. He then charged at the patrol car. The officer got out of the car and a short foot chase started. The chase ended when the officer used his taser on the suspect. The man was later identified as Curtis Kirkland. Police say that Kirkland had warrants out of Fresno County for burglary and assault on a custodial officer. He also had heroin inside of the stolen car. He was booked at Madera County Department of Corrections.

Videos show suspected DUI crash that killed father of 5

Sparks flew after a suspected drunk driver crashed into Shawn Milton's car on Saturday night. Surveillance cameras recorded the last seconds of Milton's life and watching them is shocking for his mother. "It's just sparks going down half a block from the momentum," she said after seeing the video. Dorothy Milton still struggles to wrap her head around what happened, but she takes comfort in knowing her son's last day was filled with love as you can see in one final photo with three generations of his family. "He saw his kids, his dad, sisters, everybody was together and they had a good day, and then that night this guy drives 70-80 mph through town and just slammed into him and ended his life then and there," she said. Milton left behind five kids and one on the way. His oldest son just graduated from high school in southern California and he had already planned a trip to the Central Valley for this coming weekend. "We were going to go around visiting everybody," she said. "We were going to visit his dad, his sisters, and his brother and now he's coming up to say goodbye to his dad. He's never going to get to see him again." He'll now be attending a memorial service with Milton's family on Friday. His father's last act was much like early scenes from his life. Dorothy Milton says a homeless friend needed a ride and Shawn stepped up. They were just a few blocks away when his car showed up on the surveillance cameras in a burst of sparks. "Shawn always had a big heart," Dorothy Milton said. "Anybody needed help, he would help, no matter who, no matter what they needed. He would help them." People can return the favor on a Gofundme page set up to pay for Milton's memorial. Police say 21-year-old Gustavo Blanco was driving drunk and blew a red light before he hit Milton's car. Umm What in the Efff?

Police from 2 hours away were called and they had an all night ordeal for a guy they didn't have any response from for hours and hours.. He got in an argument with one of his neighbors and flashed a gun. When the cops show up he ran inside. So they do this and find him inside dead. They say from a self inflicted gunshot. But the family and neighbors say he only had a bb gun. One of the neighbors was quoted saying "the cop with the orange shotgun shot him." Since when do they "breach" a house like this? How did they tear the roof off? And yeah. I know it needed tearing down.

South Beach residents sue to stop Embarcadero homeless center They HATE the homeless in ghey bey "It is a moral imperative of our government and its leaders to afford due process to residents, families, children, and businesses in this neighborhood" On Wednesday, South Beach residents with the neighborhood group Safe Embarcadero For All (SEFA) filed suit against the city of San Francisco to block the incoming homeless navigation center at Seawall Lot 330 near to the Bay Bridge, escalating a months-long conflict with City Hall. In June, the San Francisco Board of Supervisors threw out attempts by SEFA and two other South Beach groups to appeal the San Francisco Port Commission's decision to go ahead with the homeless center. The text of the new lawsuit says that the city and the Port Commission overruled "the overwhelming opposition of neighborhood residents, businesses, and non-profits" The suit presents a volley of reasons that South Beach homeowners object to the center, among them the claim that "Homelessness centers in the city and county of San Francisco have become magnets for additional homeless persons, open drug and alcohol use, crime, daily emergency calls, public urination and defecation, and other nuisances." SEFA lawyers also say that "Seawall Lot 330 is contaminated with dangerous and volatile chemicals" and the approval of the project delays other more valuable uses of Seawall Lot 330. (The land is now used mostly for parking. Big ticket development projects on the site have come and gone over the years but have never broken ground.) Embarcadero homeless center approved-again San Francisco homeless count reaches more than 9,700 Navigation Center meeting in South Beach dissolves into heckles, jeers However, the suit's major complaint hinges on California's State Lands Commission Act, alleging that the Seawall lot is public trust land that the city lacks proper jurisdiction over. Per the lawsuit: "San Francisco unilaterally approved a mega-housing project on San Francisco Bay-front land burdened by the public trust, which prohibits housing without prior State Lands Commission approval, among other requirements, and without any environmental or design review." The State Lands Commission controls four million acres of "tide and submerged lands and the beds of navigable rivers, streams, lakes, bays, estuaries, inlets, and straits [...] often referred to as sovereign or Public Trust lands." Since the Seawall Lot 330 was once a submerged part of the bay-like most of the waterfront the current area was built up artificially by the city-SEFA claims that it should be considered in the public trust, just like current waterways. In a press release, SEFA board member Wallace Lee said, "It is a moral imperative of our government and its leaders to afford due process to residents, families, children, and businesses in this neighborhood." SEFA describes itself as a nonprofit community organization, with an estimated 200 members, "supported by local residents, businesses and other non-profits to voice concerns about public safety on the Embarcadero and San Francisco's controversial proposal to construct a 200-bed homeless shelter." The suit includes a restraining order to prevent construction until the litigation is settled. The navigation center, which will eventually house 200 residents at a time, is key to Mayor London Breed's plan to add 1,000 beds to the city's homeless relief centers. She selected the Seawall 330 site earlier this year. Last week, the city released final data on its most recent point-in-time homeless count earlier this year. Employing federal guidelines about who counts as homeless, the city has over 8,000 homeless residents in 2019. But according to a more broad standard employed by just the city, the homeless count is well over 9,700. The U.S. government will pay a $15 per acre to farmers hurt by President Donald Trump's trade war with China under an aid package. But farmers are crying that it average costs per acre for soybean ranged from $168 to $204. They wanted to call their congress to complain but their cell phones are not working because Trump has banned their Huawei phone network. To make matter worst, they cannot harvest their crops because their cheap immigrant labors are all blocked from entering USA. SAN DIEGO, California - The Trump administration has not installed a single mile of new wall in a previously fenceless part of the U.S.-Mexico border in the 30 months since President Trump assumed office, despite his campaign promise to construct a "big beautiful wall." In a statement last week, U.S. Customs and Border Protection, the federal agency overseeing border barrier construction, confirmed that all the fencing completed since Trump took office is "in place of dilapidated designs" because the existing fence was in need of replacement. The agency said that it had built 51 miles of steel bollard fence with funding that was set aside during fiscal 2017 and 2018. But while the funding was meant both to replace outdated walls and to place barriers where there previously had been none, the government has only completed the replacement projects. The projects to secure areas with no fence are still in the works.
