It is interesting to note that Ukraine has an alleged "world class" tank factory but can't seem to manufacture simple electromotive train engines. Instead they are buying locomotives from the highest priced producer in the world. I should think that it smacks of "pay for play," corruption at the highest levels. Question: Suppose you needed a train engine, and you are $94 Billion in debt. Do you decide to pick up the phone and order one from Norfolk, Virginia, USA 7,800 KM away, or do you buy one down the EU street? - Sound Loco to you?
