Good morning, Europe. Here are the top stories we're watching this morning: Brexit plan vote called off: British Prime Minister Theresa May abruptly postponed a parliamentary vote on her Brexit deal on Monday, throwing Britain's plan to leave the European Union into chaos. May's move on the eve of the scheduled parliamentary vote opens up an array of possible outcomes ranging from a disorderly Brexit without a deal, a last-minute deal clinched just weeks before Britain's March 29 exit, or another EU referendum. Over the next few days, she will visit her counterparts in other member states to discuss the concerns that Parliament has expressed. Macron minimum wage and tax concessions: France's President Emmanuel Macron has promised a minimum wage rise and tax concessions in response to weeks of violent protests. France has seen four weekends of violent demonstrations against fuel tax rises, living costs and other issues. Speaking in a televised address to the nation, Mr Macron said that the anger of protesters was "deep, and in many ways legitimate". UN Global Migration Conference: Envoys from 164 countries gathered in Marrakech on Monday and agreed to adopt a nonbinding pact meant to improve global migration, though withdrawals by some Western nations, including the United States, could undermine the agreement. The approval of the pact, the Global Compact for Safe, Orderly and Regular Migration (GCM), marks the first time the United Nations has agreed on measures to make migration safer for the world's roughly 250 million international migrants, as well as increasing benefits for receiving countries.
