Exclusive: DHS lacks funds to begin Trump's wall

A document seen by Reuters indicates the U.S. Department of Homeland Security has about $20 million to put toward construction of a wall along the U.S.-Mexico border, as ordered by President Donald Trump. That amount won't get the department past the prototype phase.
