U.S. Environmental Protection Agency administrator Scott Pruitt plans to rewrite the country’s carbon regulations for power plants and open up a national debate on climate change in 2018, part of a list of priorities for the year that also includes rewriting clean water rules and updating lead standards for drinking water.
