USPS spring st Nashua NH admits informed delivery is not accurate

Informed delivery was set up to try to catch the usps with tampering with the mail . This was on October 22nd 2020. When the mail was not being delivered to 61 Arlington st Nashua NH as disclosed by the informed delivery , USPS program, then Andrew C Lemieux went to the post office. Post office clerk admits that informed delivery program is not accurate and is not guaranteed delivery . Why is this even a program when it's not accurate and doesn't work ? It's a fraud program
